Answers to Questions About the Proposed Clemmons Hospital & Community Master Plan
On January 20, Novant Health reached agreement with the State of North Carolina to build a new 50-bed $96 million medical-surgical hospital in Clemmons that will bring nearly 400 good paying jobs to the area.
In April, Novant submitted a 124-acre community master plan to the Village of Clemmons for rezoning approval. The master plan includes a site for the hospital, new elementary school, sites for additional quality development and a variety of public amenities including a pond, walking trails and greenways. Below are answers to some of the most asked questions we have received about the hospital and community master plan.
On June 16, the Village of Clemmons Planning Board unanimously approved the master plan rezoning including the site plan for the proposed elementary school. They also recommended the Village Council accept the proposed 10-acre pond/park and walking trails.
Below are answers to some of the most asked questions we have received about the hospital and community master plan.
Why Seek Approval For A 124-Acre Community Master Plan And Not Just A 30-Acre Hospital Site?
The property, located off Harper Road between Peace Haven and I-40, is expected to be developed over time for uses other than what is there now. This development can occur parcel by parcel with no comprehensive plan to guide it, or this area can be developed under a master plan that coordinates development with a variety of quality safeguards to manage traffic, preserve green space and minimize the impact on adjacent neighborhoods.
With Novant Health's planned investment of nearly $100 million in a new hospital, we support the Village of Clemmons that this area needs to have a master plan rather than be developed piecemeal, parcel by parcel. That's why we have designed and submitted our 124-acre Village Point Community Master Plan to the Village for rezoning.
Who Is Paying For This Development?There are a number of different sites involved in the master plan.
Hospital - Novant Health will pay for the hospital, the access road from Harper Road leading into the hospital, utility connections, storm water facilities and any of the greenways and public walking trails associated with the hospital site. Clemmons
will not pay for any improvement on this site.
Elementary School - The Winston-Salem Forsyth County School System will pay for the school, the associated roadway, utility connections, storm water facilities and any greenways and public walking trails associated with the school site. Clemmons
will not pay for any improvement on this site.
Other Parcels For Development - The developers of the additional sites in the master plan will be responsible for to pay for the roadways, utility connections, storm water facilities and any greenways and public walking trails associated with each site. THIS WILL BE A CONDITION OF THE REZONING DEVELOPERS MUST MEET IN ORDER TO DEVELOP EACH SITE. Clemmons
will not pay for any improvements on these sites.
Pond - Should the Village Council choose to want a public park, Clemmons will be responsible for the 10-acre pond and the walking trails around it. Novant Health is working to assist the Village in applying for grants to pay for the walking trails and is willing to pay to repair the pond's dam, which may cost up to $1 million. It is up to the Village Council to decide if they want to accept this public park. If they don't, then there will be no park and no cost to Clemmons.
Access To The Public Park - As part of the rezoning, Novant will deed to the Village access easements to the proposed public park to provide residents with access once the park is ready.
How Do You Propose To Handle Traffic For The New Development?Novant's community master plan includes a new road to divert non-residential traffic off of Harper Road and into the new development. This road will connect with Harper Road near I-40. It will be lined with trees and will include bike lanes and sidewalks. This will eliminate the need to have several different access roads emptying traffic onto Harper Road, which could occur if each parcel was developed individually instead of through a comprehensive site plan such as we are proposing.
The school system plans to build a traffic circle to slow traffic and improve safety at the curve near the entrance to the new elementary school on Harper Road.
Combined, these two road projects will divert non-residential traffic off of Harper Road and improve safety by slowing traffic. Neither project will be paid for by the Village of Clemmons.
Does The Novant Community Master Plan Conform To The Village Point Area Plan?Yes, if you read the area plan that was thoughtfully developed with input from residents, you will find that many of the desired types of development and public amenities described in that plan have been included in Novant's community master plan. An exception is the hospital because at that time the area plan was developed, no one envisioned that Clemmons would be considered for this level of medical care.
